"Is there anything to attach the top to the table?"
I couldn’t find a comtemporary game table. So bought a round glass top table that I love and bought this top in red and it works perfectly as a game table.

"Does the cup holder border go around or outside of the parameter of a 38" table comfortably? Like will it be durable and adequate or do I need a table the width of the 48" poker top to make it fit snug or correctly for permanent placement"

The table top is 48 inches across, so there will be about 5 inches overhang. As long as you don't put a lot of weight on the edge of the table top, it should be okay or use a larger size table.
